The Norfolk Taxpayer Receipt creates an estimate of the property, vehicle, and sales taxes you pay to the City of Norfolk and illustrates the relative proportion of city services that are funded by your tax contribution. Both Norfolk Taxpayer Receipt and Balancing Act include only the revenue allocated to the City’s General Fund. Methodology: Sales taxes are generated by taking the local portion of your annual estimated purchases of goods and products. Annual purchases are estimated based on income and age through the Bureau of Labor Statistics’ Consumer Expenditure Survey. Vehicle taxes are estimated based on your estimated car value. Property taxes are estimated using the 1.25% Real Estate tax rate on the estimated assessed value of your home. Special District rates are not included for the purpose of this simulation.
